Key Minnesota Test Information

Identification requirements
Applicants must present acceptable documents establishing your identity/birthdate, residency, and provide your Social Security Number (SSN), if eligible. Documents must be original or certified copies. Applicants must not provide photocopies or self-laminated documents.
Age Requirements
Young-driver licensing rules for Minnesota under its Graduated Driver Licensing (GDL) system:
- Instruction Permit (Phase I): Minimum age 15. The permit holder must drive only with a licensed driver age 21+ alongside them.
- Provisional License (Phase II): Minimum age 16. Requires at least 6 months as a permit holder (with no major violations), completion of driver education or supervised hours, then road test. During the first 6 months of the provisional license, driving is prohibited from midnight to 5 a.m. (with some exceptions) and only one passenger under age 20 is allowed unless accompanied by a parent/guardian.
- Full Unrestricted License (Phase III): Available at age 18, or earlier if the driver has held the provisional license for 12 consecutive months with no alcohol-or-crash related violations.
- Additional restrictions under 18: Prohibition on any cell-phone use (hands-free or not), passenger limits, and nighttime driving curfews.
Knowledge Test
The test contains questions on traffic laws, road signs and rules of safe driving. All questions are based on the materials found in a driver’s handbook.
Minnesota‘s knowledge test consists of 40 questions of which 32 must be answered correctly to receive a passing grade.
Vision Requirements
Any applicants requiring corrective lenses must wear them whilst taking the test. If the applicant fails the vision examination and it is determined that lenses are needed then the applicant will be required to wear them whilst driving.
